On August 31st, 1938, the balance of the
King Edward VII Scholarship Fund was £888, showing
that the increased expenditure on account of the
scheme for increased scholarships reported in 1934
is not being carried out in full. This is due in
the main to the fact that no new scholarships were
awarded in 1934 tenable from the beginning of 1935,
with the result that during 1935 there were only five
scholarships in operation instead of the eight
contemplated under the new scheme of allocation.
The consequent deficiency has since never been
caught up, with the result that the fund is better
off by £480 than it would have been if the original
intention had been carried out.
Before our despatch at 1 was drafted,
the Colonial Secretary had already submitted to the
University proposals for the utilisation of this
surplus (enclosure 3).
These proposals are that at
least twelve scholarships should be awarded during
the five years commencing with the academic year
1939 to 1940, so that by 1945 to 1946, the surplus
is likely to have disappeared:
